GS IP/ASP association and his team attended meeting with 7CPC at Mumbai

As per the appointment received from 7CPC for discussion on issues related to IP/ASP cadre, delegation of members of IP/ASP Association led by Sri Vilas Ingle, G.S attended meeting with Hon’ble Chairman of 7CPC at Sahyadri State Guest House, Malbar Hill, Mumbai on 07.11.2014.


The gist of the meeting proceedings is as follows :

At the beginning of the meeting, General Secretary thanked to 7CPC for giving an opportunity to Association to discuss the pay related issues of Inspector Posts and Assistant Superintendents Posts cadre and then presented shawl and bouquet to Hon’ble Chairman.  General Secretary has handed over a copy of Memorandum to Hon’ble Chairman and then briefed about the cadre and the demands of Association listed in the Memorandum before 7CPC. Hon’ble Chairman and all Members listen the grievances of IP/ASP cadre in a very positive manner. During the course of dialogues, queries raised by Hon’ble Chairman and other Members of 7CPC have actively replied by GS and his team till their satisfaction.  GS has further requested Hon’ble Chairman that the pay parity among Inspectors of other Central Government Departments i.e. Income Tax, Central Excise and Customs, Assistants and Personal Assistants in Central Secretariat Services etc. and Inspector Posts should be maintained. The duties and responsibilities (i.e. annual inspections of post offices, cash conveyance without police escorts, MGNREGS payments, recruitment of GDS staff etc.) of Inspector Posts and Inspectors working in other departments also explained in detailed before 7CPC. Secretary of 7CPC has taken note of some new and important points/issues discussed in the meeting.  GS proposed pay scale to Inspector Posts Rs. 70000-150000 with GP Rs. 14400/- and pay scale to ASP Rs. 70000-150000 with GP Rs. 16200/- by handing over separate note to Hon'ble Chairman. 


Shri Manjunath Hubballi, Circle Secretary, Karnataka Circle has presented power point presentation very attractively and everybody in the meeting has appreciated his efforts and performance. Shri Manjunath told that, Inspector Posts and Assistant Superintendents Posts are the supervisors and they should get more pay than the supervising staff.    


Shri Roop Chand, Ex-GS and President Delhi Circle has explained the promotional avenues available to the Inspector Posts cadre and then bequeathed an example of long span of promotions in the cadre and its stagnation etc. During the course of discussions, the issue of merger of ASP cadre was also discussed in detailed and Hon’ble Chairman and his team have directed us to pursue the issue with Department and outcome should be reported to them by separate note.  


Shri S.S. Kulkarni, Ex-CHQ Treasurer and Ex-Circle Secretary, Maharashtra Circle and Shri M. S. Ahirrao, President Maharashtra Circle has also taken active part in the discussion. Both the members have brought to the notice of Hon'ble Chairman that, Inspectors recruited through Direct Recruit quota in Department of Posts through SSC are quitting department immediately due to less Grade Pay than the Inspectors in other Central Govt. departments and therefore large number of posts of Inspectors in the department are  lying vacant for years together.
