Revised Train Fares for Journey in AC-First Class, AC-2 Tier, Executive Class & First Class from 01.04.2012

The Ministry of Railways has revised passenger fares with effect from tomorrow i.e. 1st April 2012 in AC-First Class, AC-2 tier, Executive Class and First Class only. There is no revision in other classes of travel. The revised fares in these classes would be applicable to all types of trains on Indian Railways network. 
 The revised fares will also apply to tickets issued in advance for journeys to commence on or after 1st April 2012. In the case of tickets already issued at pre-revised rates, the difference in fares from 1st April 2012 will be recovered from passengers either by TTEs in the trains or by the booking offices before commencement of the journey by the passengers as per the usual practice in case of such fare revisions.

Infosys, TCS, Sify ,Reliance bag Postal Department's technology projects

The Department of Post (DoP) has issued Letters of Intent (LoIs) to Infosys, TCS, Sify and Reliance Communications Infrastructure for different technology advancement projects.
"Department is trying to induct technology in a big way. There are eight RFPs (Request for Proposal) we have floated and issued Letter of Intent in five (projects) to companies which include Infosys, TCS, Sify and Reliance," Secretary (Posts) Manjula Parasher told reporters here.
The Department has got approval of Rs 1,877.2 crore to be spend across these projects over period of two years and will seek additional funds when the need arises.
"Funds of Rs 1,877.2 crore have been approved. We will go ahead with that. We may need more money because implemented in some of the cases may last over period of six and half to nine years," she said.

Adhoc Promotions to PS Group B - Guidelines to fillup the vacant posts

          There are 10 clear vacancies and 6 vacancies on adhoc basis caused due to adhoc promotions given to the incumbents in Group A cadre.  Additionally vacancies are coming up due to long leave by the officers working in the cadre on regular basis.

          To man the above vacancies, adhoc arrangements are being made and continued for about 11 months before giving a break.  The same officer is being continued after break in the same Region/post, when there are no willing seniors to him. When a willing senior is available, the adhoc arrangements are being changed after the break.

          Till now, staff section of Circle Office is ascertaining the willingness of ASPs to work in Group B, on adhoc basis, and based on this information record is maintained in Circle Office, according to which adhoc arrangements are made strictly on seniority cum fitness basis.  Of late, it is noticed that some ASPs after expressing their willingness to work in a particular Region both orally and in writing are declining the adhoc promotion, if the postings are not to their liking.  Unless there are exceptional circumstances, such declinations of adhoc promotions after requesting for it in writing is highly irregular and causing avoidable work to the Circle Office.  With a view to ensure that adhoc promotions are made in time without causing any administrative inconvenience, it is decided to obtain the willingness  or otherwise of all the ASPs (upto 1991 IP  batch) and that of ST candidates down the seniority list.  A list of ASPs whose willingness is required to be taken is enclosed.  Kindly obtain and forward the willingness or otherwise of all the ASPs mentioned in the list (including those already working on adhoc basis) to reach Circle Office by 10-04-2012.

          While obtaining declarations, the officials may be told to keep the following in view.

1.    The willingness has to be given atleast for the Region.  Any willingness given for a particular post and not to the Region will be ignored.
2.    The willingness given is valid for a minimum of one year.  The officials will not be allowed to go back or change the willingness during this period.
3.    Once the willingness is given the officials should be ready to join the adhoc arrangement within 15 days of issue of order concerned without raising any personal issue and seeking any extension of time.

A copy of this letter is posted to the ASPs mentioned in the list with instructions to them to send their willingness through proper channel.  In  case of non –receipt of willingness or otherwise from those in the enclosed list it will be taken that they are willing for adhoc arrangement anywhere in the Circle and their names will be considered for Circle level adhoc arrangements according to their turn.

Wi–Fi nternet Facility in Trains

Internet facility using Wi-Fi has been presently planned in three rakes of Howrah Rajdhani Express only, as a pilot project. It is a satellite based system using Wi-Fi for distribution of internet bandwidth in coaches and likely date for implementation of this system is September 25, 2012. The estimated implementation cost of the project is Rs. 6.30 crore.
This information was given by the Minister of State for Railways Shri K. H. Muniyappa in written reply to a question in Lok Sabha on 29.03.12. source : PIB.

Postponment of Postman Exam & MTS Direct Rectt Exam

Continuous absence to duty for more than 5 years with or with out leave will be treated as deemed Resignation - Amendement to CCS (leave) Rules

 Department of Personnel and Training has amended the CCS (Leave) Rules 1972 vide Notification dated 29.03.2012.  As per the amendment, no Government Servant shall be granted leave of any kind for a continuous period exceeding 5 years and  the Government Servants who remains absent from duty for more than 5 years continuously,other than on foreign service, with or without leave, shall be deemed to have been resigned from Government service.

Government servants are aware that the Ministry of Finance and Railways, both have already issued orders for grant of one increment in the pre-revised pay scale to nullify the anomaly in respect of central government employees who were in receipt of pre-revised increment between February 2006 to June 2006.

Management of Funds Under New Pension Scheme


The investment of pension funds of Government employees, who are covered as subscribers to the New Pension System (NPS), was hitherto being made through a pooling arrangement whereby the funds of such employees were credited to a pool account (pending reconciliation of subscribers’ contribution details) from which such funds were allocated to pension fund managers for immediate investment in the best interest of the subscribers. These funds of the Government employees are being managed based on the investment Pattern prescribed by the Government.

Revision of Interest Rates for Small Savings Schemes W.e.f 01.04.2012

Turkish hackers deface AP Government website

Turkish hackers opposing the Syrian regime defaced a website belonging to a department of Andhra Pradesh government and posted messages opposing the Syrian President Bashr al Assad. The website - www.apufidc.gov.in - has been hosted after repairing the defaced homepage.
The website belonging to Andhra Pradesh Urban Finance and Infrastructure Development Corporation (APUFIDC) was defaced by the hacker team which identified itself as “Turkish Energy Team”. The hackers removed the content from the home page and hosted a picture of a tank running over people and a portrait of the Syrian President. They have also posted an audio file on the defaced homepage.
Hackers defaced a series of Andhra Pradesh Government websites including the one which was dedicated to host details of the State budget, in February. The Government had announced then that all preventive steps have been initiated and firewalls were in place to prevent any such cyber intrusions. The latest attack on A.P. Government website showed all is not well with the current firewalls.Source : The Hindu

Validity of Cheques reduced from 6 months to 3 months wef 01.04.2012

Bankers' cheques and other monetary instruments will have only a three-month validity beginning April 1, 2012, instead of the existing six months, a Reserve Bank of India (RBI) communique has said.
The change is a consequence of an RBI notification on November 4, 2011.

Cheques, drafts and pay orders will have a validity for three months from the date they've been drawn. Those having cheques and other monetary instruments with six-month validity before April 1 will have to remit them before this date, when the expiry of the validity will be reduced to three months.
After April 1, these instruments will be valid subject to their adherence to the new 3-month rule.

Union cabinet approved release of 7% DA from 1.1.2012

The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2012 representing an increase of 7% over the existing rate of 58% of the Basic Pay/Pension, to compensate for price rise. 
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs.7474.53 crore per annum and Rs.8720.32 crore in the financial year 2012-13 (i.e. for a period of 14 months from January, 2012 to February, 2013).

Railway E-Tickets through Mobile Phone

E-Tickets through Mobile Phone Indian Railways Catering and Tourism Corporation (IRCTC), a public sector undertaking under the Ministry of Railways, has launched the scheme for booking Railway e-tickets through mobile phone through its website i.e. irctc.co.in/mobile. The broad features of the schemes are as follows:-

o Users can use their existing IRCTC user ID and password.

o After booking tickets through the mobile phones, users receive a reservation message with the ticket details.

o The service charges of IRCTC are similar to e-tickets i.e. Rs. 10/- per ticket for second/sleeper class and Rs. 20/- per ticket for all other classes.

CHQ News

As reported by the General Secretary of IP/ASP Association through  CHQ Blog after his visit to Directorate today, the latest position of various issues relating to IP/ASP Cadre is as follows :
1. Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/- :File is still under process in the Postal Directorate in a positive manner and the same is likely to be sent to the MOF shortly.
2. Holding of supplementary DPC for promotion to PS Gr. B for the year 2011: ACRs of few officers are required and result of supplementary DPC is likely to be completed within a couple of months. 
3. Holding of DPC to PS Gr. B for the year 2012:ACRs are yet to be called for from Circles. This will be done after issue of result of supplementary DPC to PS Gr. B for the year 2011. 
4. Holding of DPC for the promotion to JTS, Group A:The required information has already been provided to UPSC. 
5. Declaration of result of IP examination 2011:File is still with the Secretary (Posts) for decision in respect of PM Grade-I officials. After clearance of the file, result will be announced shortly.

Item : Incentive to Mailoverseers for procuring RPLI Business.

Clarification : Rule 5(22) of Post Office Insurance Rules, 2011 defines that “marketing staff” is an official or person who is authorized by the Postsmaster-General or Head of Division to procure Postal Lie Insurance and Rural Postal Life Insurance business.  The marketing staff includes IPOs, ASPOs, ASRMs, Ex.DO(PLI), PRI(P), Postmasters, Selected Postal Assistant, Postman, Retired GDS BPM, DO(PLI), Field Officer(PLI), SRM (Rural S.O), GDS staff and also includes Direct Agents such as Anganwadi worker, Mahila Mandal worker, Ex-Serviceman, Retired school teacher, SHGs, Gram Pradhkan & Member Gram Panchayat and any other official/persons as considered suitable by the Head of Postal Division.  As such, if Mailoverseer is engaged- depending upon suitability in procuring RPLI business/policies, he also entitled for incentive as par with other Departmental officials.

Double boost for Aadhaar: funds and PM's endorsement

The ambitious and controversial Unique ID scheme — Aadhaar — received a double boost in this year's budget: not only did Finance Minister Pranab Mukherjee sanction Rs. 1,758 crore to enrol 40 crore more residents, but Prime Minister Manmohan Singh also emphasised that the scheme would soon become the main channel through which people could access a wide variety of budget benefits.

Merger & Relocation of RMS Offices

No Railway Mail Service in (RMS) office has been closed in the country. However, merger or physical relocation of some offices with other RMS offices has been carried out as part of operational needs. Detail of merged/ physically relocated offices are given in the following table.

Small Savings set to fetch higher returns

There is finally some good news for individuals in a season of duty hikes and provident fund rate cut. The government is raising interest rate on small savings schemes such as National Savings Certificate (NSC) and post office deposits by 20-50 basis points.

The new rates will, however, be applicable on investments that you make from April 1 and not on those that you park over the next 10 days to meet your tax saving requirements.

No proposal for Expansion of Postal Circles

There is no proposal for expansion of Postal Circles. However, modernization of Post Offices in all Postal Circles is underway.

The Government has initiated a project called “Project Arrow” for modernization of Postal Circles across the country. The project envisages upgradation of post offices in urban and rural areas both in terms of upgrading and enhancing the quality of service in ‘core areas’ and improving their ‘look and feel’. The project aims at creating a conducive and friendly work environment both for the staff and the customers visiting the Post Offices, providing connectivity, and improving the service quality levels in the core business areas.


Expansion and modernization of postal services

The Government has formulated comprehensive working plan for the development, expansion and modernization of postal services. Under this, major activities, as laid out in XII Five Year Plan, include opening of branch Post Offices, setting up of Automatic Mail Processing Centers, development and deployment of Rural ICT solution, deployment of Core Banking, increasing insurance cover, establishment of Parcel and Logistics Post Hubs, up gradation of Speed Post Centers, Human Resource Training to Personnel, construction of Post offices/administrative offices, installation of Solar Power Packs and setting up of Postal Training Centers.

The proposed financial allocation for the XII Five Year Plan, in this regard is Rs. 12,000 crore.

Ministry of finance issued orders granting one Increment on 1.1.2006 to those Employees whose date of increment was between February and June 2006

Ministry of finance issued orders granting one time measure Increment on 01.01.2006 for all officials whose Increment fell due between February and June 2006. All Govt Employees as on duty on 1.1.2006 and whose date of increment was between February and June 2006 would be now given an increment in the pre revised scale of pay as "one time measure" and then again another increment on 1.7.2006. All such officials whose pay will be refixed wef 1.1.2006 will get arrears and officials who retired after 1.1.2006 will get their pension revised with all consequential retirement benifits.

Postal services including Speed Post will not attract service tax - Proposed in Union Budget 2012-13

While proposing  increase of  service tax from the present 10% to 12% in the Union Budget 2012-13, the Finance Minister has proposed exemption of some services from levying of service Tax. The details of such services exempted from levying of  12% increased service Tax are included in the Negative list of Services. At present, the service tax is levied on the basis of a positive list, meaning that the tax is levied on the specified services only. 
According to the negative list, postal services, including Speed Post provided by the Department of Post, will not attract service tax. 
Other important services, which will not attract the tax, include funeral, burial, mutate services and transport of deceased, Metered taxis, entry to amusement facilities, second-class rail travel,  betting, gambling, lottery, travel by radio taxis and auto rickshaw, Distribution of electricity, trading of goods, agriculture extension and support services, road tolls, renting of residential properties and services relating to bank deposits and sanction of loans.

As regards education, the service tax will not be levied on school, university education and approved vocational courses.The coaching classes and training institutions, however, will continue to be subject to the service tax.As regards sale and purchase of foreign currency, it has been clarified that such activity among the banks and dealers will be kept out of the service tax net. However, by implication, the sale of foreign currency by dealers to individuals will attract the levy.
 
In order to bring as many services as possible in the net, the government has come out with a wide definition of service. With some exception, it has been defined service as “any activity carried out by a person for consideration.''. In addition to the existing services, which are subject to the service tax, the negative list clarified that the tax will be levied on travel by first class and in air-conditioned rail coaches, transport of goods by a transportation and courier agencies.
The date for operation of the negative list, according to the budget papers, will be notified later.
